Israel's ballot produced no majority for anyone. Exit polls put Gadi Eisenkot's bloc at 53 seats against Netanyahu's 50 on Kan 11 and 52-50 on Channel 12, with Arab parties at 17; Channel 14 alone gave the right 60 against 43. Likud stayed the largest single list at 24 to 25 seats — 30 on Channel 14 — against Yashar's 21 to 23. Eisenkot declared victory and claimed first right to form a government. Turnout was reported at 77.7 percent, the highest since 1999. Official results are due 4 November and President Herzog has until 11 November to award a mandate. Yahya Saree said a ballistic missile struck Ras Tanura, Saudi Arabia's largest refinery at 550,000 barrels a day and the terminal through which nearly all its exports pass; Bloomberg reported, citing one person, that a fire near the terminal had been contained. Aramco and the Energy Ministry did not comment and Saudi authorities confirmed none of the strikes. The coalition said it destroyed three ballistic missiles aimed at the Eastern Province and four drones. Rafael Grossi told the Security Council that 440 kilograms of highly enriched uranium remain unverified and that inspectors have been available to return for many months. Brent printed five ways in one session around the fire and finished lower; WTI went back under $100 before Wednesday's Fed. The Washington Institute counted 28 attacks on shipping around Hormuz through 23 October, the worst month since records began in 2017, and ANZ put flows at about 60 percent of normal. The Tehran corridor survived and acquired no date. The 30-day ceasefire probability eases 7 → 6.

pivotalhighIsrael's Central Elections Committee, Kan 11, Channel 12, Channel 13 and Channel 14 via The Jerusalem Post, Israel Hayom, Al Jazeera and The Jewish Chronicle
Israel votes and produces no majority: Eisenkot's bloc leads on three exit polls, Likud stays the largest single list, and neither side reaches 61
Exit polls put Gadi Eisenkot's bloc at 53 seats against Netanyahu's 50 on Kan 11, and 52-50 on Channel 12, with Arab parties at 17 and unattached to either bloc; Channel 13 said neither bloc reaches 61. Channel 14 alone gave the right 60 against 43. Likud remained the largest single list at 24 to 25 seats — 30 on Channel 14 — against Yashar's 21 to 23. Eisenkot issued a statement declaring victory and saying the preliminary result should give him first right to form a government. Turnout was reported at 77.7 percent, the highest since 1999. Official results are due 4 November; President Herzog has until 11 November to award a mandate.
Impact →The pollster-provenance prior resolves: Direct Polls' 61-45 for Netanyahu did not appear, and even Channel 14's own exit poll stopped at 60. The maximal voice in Jerusalem now lacks a majority and the restraining institution has not been dismissed, but a caretaker prime minister with a count running to 4 November is not the same thing as a constrained one.

escalatinghighYahya Saree, Bloomberg's unnamed source, Saudi Aramco and the Saudi Energy Ministry via Rigzone, MarineLink and US News
The Houthis claim a ballistic missile hit Ras Tanura, Saudi Arabia's largest refinery and principal export terminal, and a fire beside it is reported contained
Houthi military spokesman Yahya Saree said a ballistic missile struck the Ras Tanura complex, a 550,000 barrel-a-day refinery that also holds the kingdom's main tanker-loading facilities and much of its storage, and that the strike started a fire. Bloomberg reported, citing one person with knowledge of the matter, that a fire broke out in the early hours near Aramco facilities at Ras Tanura after an attack in the region and that Saudi Arabia had contained it. Aramco's press office and the Energy Ministry did not respond to requests for comment, and Saudi authorities confirmed none of the strikes. Saree also claimed two military transport aircraft hit at Najran airport and a strike on the Khamis Mushait airbase. Nearly all Saudi exports leave through Ras Tanura or Yanbu.
Impact →The nearest this file has come to the Brent trigger that requires a confirmed Houthi strike on an Aramco production or export facility, and it has not been met: the claim is Saree's, the fire is one unnamed person's account to Bloomberg, and the government that published and named its Dammam dead has published nothing here. The disclosure-is-a-choice prior governs the silence.
03
escalatinghighSaudi-led coalition spokesman Major-General Turki al-Maliki and Saudi Civil Defence via Al Jazeera and MarineLink
The coalition reports three ballistic missiles destroyed over the Eastern Province and four drones over the south, with emergency alerts in Al Kharj
Coalition spokesman Major-General Turki al-Maliki said on Tuesday that air defences intercepted three ballistic missiles launched toward the Eastern Province and four drones heading for the kingdom's southern regions, and that the missiles caused no casualties. Saudi Civil Defence issued emergency alerts in the Eastern Province and Al Kharj governorate before the interceptions and, on lifting them, told residents to avoid crowds, not to film and to call 911. A separate account of the same day has the coalition intercepting two ballistic missiles aimed at Riyadh; the two renderings are held apart and not differenced.
Impact →Interception volume over the Eastern Province is the tell, not the Riyadh count: the Eastern Province is where Ras Tanura, Abqaiq and the Gulf loading infrastructure sit. The interception-is-not-free prior applies, and no interceptor inventory figure has ever been published on this theatre.
04
neutralhighIAEA Director General Rafael Grossi before the UN Security Council via Anadolu Agency, TRT World and UN News
Grossi tells the Security Council that 440 kg of highly enriched uranium remain unverified and that inspectors have been waiting months to return
Addressing the Security Council on Tuesday, IAEA Director General Rafael Grossi said one area of particular concern is Iran's previously declared nuclear material, which includes 440 kilograms of highly enriched uranium. He invited Iran to work with the agency without any further delay to clarify outstanding safeguards questions, said access is Iran's legal obligation, and said inspectors have been available to return for many months. The single exception is the Bushehr Nuclear Power Plant, where inspectors are currently undertaking verification activities. The agency withdrew all inspectors from Iran in June 2025 after military attacks began.
Impact →This is the answer to the Day 242 item on the president's there-isn't-much-activity-going-on-there characterisation, and it comes from the only body with standing to give one: the material is unverified, by the agency's own statement, to the Security Council. A claim of quiet at sites no inspector has entered remains not an assessment.

mixedhighMohsen Rezaei, Esmail Baghaei, Ali Bagheri Kani, the Saudi Foreign Ministry and Qatar via The New Arab, IRNA and Fox News
The four-way corridor survives the night with warm language and no date, and Qatar publishes three conditions for its own mediation
Supreme National Security Council secretary Mohsen Rezaei said of Monday's Tehran session that very good discussions took place between us and that he sensed a new atmosphere is emerging in the region, adding that regional security should be ensured by countries in the region rather than outside powers and that we must prevent any kind of foreign intervention in this region. Foreign Ministry spokesman Esmail Baghaei said the consultations were meant to set priorities and an agenda for further discussions covering the Palestinian territories, Lebanon, Israeli policies and the consequences of the war. No date or venue for a next meeting was given. Qatar said mediation requires Iran to show good intentions, stop threats against Gulf states and reopen the Strait. Pezeshkian met Qatar's emir in Moscow on the gas-exporters' sidelines.
Impact →A mechanism that survives is not a mechanism that advances. Twenty-four hours produced no second session, no date, no venue and no American presence, and the mediator added conditions of its own — which is the precondition-added-after-the-opening pattern arriving from the mediator rather than the belligerent. The probability eases 7 to 6 on the missing date, not on any retirement of the track.
06
escalatinghighThe Washington Institute for Near East Policy, the IMO, ANZ Research and Iran's Persian Gulf Strait Authority via Reuters, Fox News and market reporting
October closes as the worst month for attacks on shipping around Hormuz since records began, and ANZ puts flows at about 60 percent of normal
The Washington Institute for Near East Policy counted 28 attacks on commercial vessels in and around the Strait of Hormuz through 23 October, the worst monthly total since record-keeping began in 2017; a separate count via USNI News puts October at 27, and the two are held apart. Cumulative totals stand at 113 attacks on commercial vessels since the war began and 120 incidents confirmed by the International Maritime Organisation, with more than 30 very large crude carriers damaged, about 3.5 percent of the global VLCC fleet. ANZ Research reported Gulf crude exports falling for a fourth consecutive week, flows through the Strait at about 60 percent of normal. Iran's Persian Gulf Strait Authority said vessels linked to South Korean operator Sinokor face legal action from 1 November.
Impact →ANZ's 60 percent is the first provider figure to contradict the flows-fine-price-high prior from the volume side rather than the price side. Kpler, the FT and MUFG have placed flows at or near pre-conflict levels and the president has claimed more than before the war; a fourth figure now says three-fifths. Hold all four; difference none.

mixedhighBrent and WTI futures, Sugandha Sachdeva of SS WealthStreet and the FOMC via Reuters, Rigzone, FinanceFeeds and market data
Brent prints five ways in a single session around the Ras Tanura fire, settles lower, and WTI goes back under $100 on the eve of the Fed
Monday settled at $115.81 for Brent and $101.76 for WTI after an intraday high above $117. Tuesday opened about 1 percent lower in Asia at roughly $114.68 and $100.83, recovered to $116.26 and $102.16 by 0918 GMT, was described as reaching near $116 in London after the Ras Tanura fire, and is recorded elsewhere settling at $113.88 for Brent, down 1.67 percent, and $99.90 for WTI, down 1.83 percent. Brent is up about 13 percent on the month and roughly 90 percent year to date. The FOMC began on Tuesday with a decision due Wednesday 28 October.
Impact →The three-prints-one-day prior now governs a five-print session in which a missile reportedly reached the kingdom's main export terminal and the barrel finished lower. That is a market pricing a corridor in Tehran against a fire in the Eastern Province and finding them roughly equal, which is not a judgment this file would make on the physical evidence.
08
escalatingmediumPresident Trump, CENTCOM and the State Department via Fox News's 27 October live coverage
Trump restates the war's origin at a rally, CENTCOM calls an IRGC claim false, and no department touches the 96-hour interval
At a Mississippi rally Trump rejected Iranian calls for regional stability while Iran deployed naval mines in the Strait, saying we didn't start the war with Iran, Iran started the war with us. CENTCOM called an Islamic Revolutionary Guard Corps claim that American forces had left the Strait false, saying US forces and regional partners control the international waterway — clearly not Iran. Iran's navy said a commercial tanker caught fire after striking naval mines in the eastern Strait and described the waterway as closed to uncoordinated traffic. Trump had endorsed Netanyahu ahead of the ballot. No American department restated, qualified or withdrew the 96-hour readiness interval reported on Monday.
Impact →The readiness-interval prior holds unchanged: an interval nobody will confirm and nobody will withdraw is a posture, not a countdown, and it is graded by tasking, munitions movement and carrier position. The endorsement is the more consequential item — the American president backed a candidate who did not win a majority.
09
escalatingmediumEhsan Malekzadeh of the Iranian Association of International Transport Companies, Isfahan Steel and Iran HRM via the NCRI
2,271 trucks wait at one Afghan border crossing, Isfahan Steel books a 93-trillion-rial loss, and the anti-execution campaign reaches its 144th week
Ehsan Malekzadeh, chairman of the Iranian Association of International Transport Companies, said 2,271 trucks were waiting behind the Dogharoun crossing to enter Afghanistan. Isfahan Steel reported a net loss of 93 trillion rials over six months, with crude steel output down about 42 percent year on year. The No to Execution Tuesdays campaign reached its 144th week across 66 prisons with hunger strikes continuing.
Impact →The second-order blockade prior hardens with a number: a four-figure truck queue at a single land crossing is the substitution cost of a sea blockade made countable. Isfahan Steel's 42 percent output fall is an industrial figure from the firm itself, not an opposition estimate, and it is the sharpest single production number this file has carried.
§03Strategic implications3 threads
Implication 01

The ballot removed a majority without removing a prime minister, and the count runs a week

Three exit polls put the change bloc ahead and none put either bloc at 61. Likud is still the largest single list, the Arab parties hold 17 seats and both principals have ruled out relying on them, and the official count does not finish until 4 November with the president's mandate due by 11 November. That is a fortnight in which Israel has a caretaker government, an unresolved treason complaint against the prime minister, and a chief of staff whose dissent on operational necessity was never answered on its merits. The institution-against-principal prior does not resolve on an exit poll. What does resolve is the pollster-provenance prior: Direct Polls' 61-45 for Netanyahu never appeared, and Channel 14's own exit poll stopped at 60. The American president endorsed the loser of the majority three days before the senators' deadline and six before the midterms.

Implication 02

A missile reached the terminal, and the only confirmation is one unnamed person speaking to Bloomberg

Under the multi-clock framework the energy-infrastructure clock moved further than it has at any point in this phase. Ras Tanura is not a pumping station or a regional airport: it is a 550,000 barrel-a-day refinery attached to the loading facilities through which nearly all Saudi crude leaves the Gulf, and the kingdom's bypass line runs to Yanbu, which Saree has also named. The Brent trigger this file carries requires a confirmed Houthi strike on an Aramco production or export facility, and it is not met — Saree claims it, Bloomberg's single source describes a contained fire nearby, Aramco and the Energy Ministry say nothing, and the coalition's own statement addresses missiles aimed at the Eastern Province without addressing the terminal. Riyadh published and named its Dammam dead in October; its silence here is a choice, not a capacity. The market, meanwhile, finished the session lower.

Implication 03

Taiwan: no fresh development in Taipei, and a fourth figure for the flows Taipei depends on

No fresh Taiwan-relevant development was reported on 27 October; the NT$71.1 billion Taipower supplemental budget remains unpassed with the December tariff review ahead, and the prior assessments stand. The movement was in the flows themselves. ANZ Research put Hormuz transits at about 60 percent of normal with Gulf crude exports down a fourth consecutive week — a fourth live figure beside Kpler, the FT and MUFG at or near pre-conflict levels and the president's more-than-before-the-war claim. None of the four is differenced against the others. Freight on Saudi Arabia-China routes ran about $33 a barrel with some Middle East charter and demurrage rates above $1 million a day, and Brent is up roughly 90 percent year to date. For an importer buying 94 to 97 percent of its energy, the freight line and the 60 percent reading matter more than the headline barrel, and the solvency-not-price prior continues to operate on CPC's and Taipower's balance sheets rather than on Taiwanese bills.
